DC Councilmember Christina Henderson expressed understanding for Bowser’s approach, pointing out the mayor’s challenge in preserving the city’s self-rule status. Henderson noted that DC only gained the ability to elect local leaders in 1973, and that authority remains subject to congressional control.

The Free DC project, which campaigns for DC statehood, argued that public safety challenges should be addressed through community support programs rather than expanded policing.
