
Idaho National Guard Tuition Assistance Proposal Rejected
For the second consecutive week, the Idaho Legislature’s Joint Finance-Appropriations Committee (JFAC) has declined to restore funding for a tuition assistance program benefiting members of the Idaho National Guard. The proposal, which sought $190,800 for the fiscal year 2027, aimed to reinstate the Idaho State Education Assistance Fund.
Program Details and Legislative Actions
The Idaho State Education Assistance Fund is designed to provide up to $8,000 annually for tuition and fees at Idaho-based higher education institutions. This financial support is crucial for many National Guard members pursuing further education.
JFAC initially cut funding for this program, along with other state agencies, on February 13. A subsequent opportunity to reinstate the funding on February 20 saw 11 Republican members of JFAC voting against the proposal. A second chance to restore the funding was presented on a recent Friday, but the motion failed again, this time by an 8-10 vote.
Changes in Voting and Legislative Perspectives
During the latest vote, Sen. Scott Grow, R-Eagle, shifted his stance from a previous ‘no’ to a ‘yes.’ Despite this change, the overall outcome remained unchanged, and the proposal did not pass.
Sen. Codi Galloway, R-Meridian, explained her decision to vote against the funding restoration. She noted that assurances were given that no current scholarship recipients would lose their funding. However, she acknowledged that not restoring the tuition benefits could result in a funding gap of approximately $500 for fewer than 200 National Guard members.
Implications for National Guard Members
Sen. Galloway highlighted the difficult decisions faced by the committee, emphasizing the need to balance various funding priorities. She suggested that National Guard members might need to seek alternative scholarships or consider less expensive educational institutions. Galloway pointed out that these individuals are working professionals who might have other avenues to cover the shortfall.
She underscored the importance of addressing the needs of vulnerable populations who lack alternative options, suggesting that the committee’s focus should also include these groups.
