Idaho House Advances Medicaid Work Requirements
The Idaho House of Representatives recently passed a bill mandating work requirements for adults enrolled in Medicaid expansion. The legislation, which aims to be implemented by 2027, seeks to ensure that able-bodied adults are employed to qualify for Medicaid benefits. This move follows a longstanding debate over the state’s healthcare policies.
Background on Medicaid Expansion
Medicaid expansion in Idaho was initially approved by nearly 61% of voters in 2018 through a ballot initiative. The expansion was intended to address healthcare gaps for the working poor, providing essential medical coverage to those who might otherwise be uninsured. Currently, the program covers approximately 79,000 Idahoans.
Details of the Proposed Legislation
The bill, known as House Bill 913, was introduced by Rep. John Vander Woude, a Republican from Nampa. It proposes adopting work requirements similar to those included in a federal initiative under the previous administration. Vander Woude expressed hope that this version of the work requirements might not require federal approval, a process that has previously proven challenging for the state.
The bill was passed by the Idaho House with a 59-9 vote, largely along party lines. Only one Republican, Grayson Stone, voted against the measure, alongside all eight present Democrats.
Potential Impact and Criticism
Critics of the bill, including House Minority Leader Ilana Rubel, argue that the new requirements could result in approximately 40,000 individuals losing their Medicaid coverage. The bill stipulates that state officials must verify an individual’s work history for three months, a more stringent requirement than in some other states.
Opponents view these requirements as unnecessary bureaucratic hurdles that could disproportionately affect vulnerable populations. They argue that the policy could undermine the original intent of Medicaid expansion, which was to support the working poor.
Next Steps
For the bill to become law, it must also pass the Idaho Senate and avoid a veto from the governor. The outcome of this legislative process will determine the future of Medicaid work requirements in the state.
