
Idaho Legislature Reviews Medicaid Budget Reductions
In a move to address budgetary constraints, Idaho lawmakers are exploring significant cuts to Medicaid funding, particularly targeting home care services for individuals with disabilities. The proposed measures also include the potential repeal of Medicaid expansion, a program that has been instrumental in extending healthcare coverage to more residents.
Proposed Budget Cuts
The Idaho Legislature is currently focused on reducing state spending following years of tax reductions. This year, the Joint Finance-Appropriations Committee (JFAC) is considering various strategies to trim the Medicaid budget. Although Medicaid was initially exempted from across-the-board cuts for most state agencies, Governor Brad Little has advocated for an additional $22 million reduction in Medicaid spending.
Among the suggested cutbacks are the elimination of certain services, such as dental coverage and support that enables individuals with disabilities to live independently rather than in institutional settings. These proposals are part of a broader effort to manage state resources more efficiently.
Impact on Home Care Services
Representative John Vander Woude, who chairs the House Health and Welfare Committee, has introduced a bill aimed at reducing funding for residential habilitation services by $21 million. This service is crucial for providing in-home support to people with disabilities, allowing them to maintain a degree of independence.
Senator Melissa Wintrow expressed concerns about the potential negative consequences of such cuts, particularly on businesses that have increased wages for their employees. She emphasized the need for a thorough evaluation to avoid adversely affecting service delivery.
Medicaid Expansion Repeal
In addition to cutting home care services, there is a legislative push to repeal Medicaid expansion by the end of 2026. The proposed replacement would introduce enrollment caps and work requirements, aiming to control costs while maintaining some level of coverage.
These policy changes are not entirely new, as similar measures have been considered in the past. However, any significant alterations to Medicaid expansion would require federal approval to be implemented.
Previous Legislative Efforts
Last year, the Idaho Legislature passed a major Medicaid cost-cutting bill that included work requirements. Additionally, an enrollment cap was part of a previous bill that sought to repeal Medicaid expansion, highlighting ongoing efforts to reform the state’s healthcare funding structure.
