Trump’s Tax and Spending Plan Nears Final Vote in House

WASHINGTON — July 2, 2025 — House Republican leaders are accelerating efforts to pass President Donald Trump’s major tax and spending legislation ahead of the July 4 deadline, following a narrow Senate vote that advanced the package with a 51-50 margin.

Vice President JD Vance cast the tie-breaking vote in the Senate, giving the bill momentum as it moves to the House, where Republicans hold a slim 220-212 majority. GOP leaders are urging members to unite, emphasizing the bill as a central mandate of Trump’s presidency.


Key Details of the Bill

The proposed legislation spans approximately 887 pages and includes:

  • Roughly $4.5 trillion in tax cuts over the next decade
  • New tax breaks promised during Trump’s 2024 campaign, such as:
    • Deductibility of tips and overtime pay
    • A $6,000 standard deduction for most older adults
  • Permanent extension of many tax breaks from Trump’s first term
  • $350 billion in new spending on defense and immigration enforcement
  • Reductions in safety net programs, including Medicaid and SNAP (food assistance)

The Congressional Budget Office estimates the bill would add approximately $3.3 trillion to the federal deficit over ten years.


Legislative Challenges in the House

Some House Republicans remain uneasy with the Senate version, especially those from politically competitive districts who have expressed concern over Medicaid cuts. Fiscal conservatives have also raised objections to the overall cost and impact on the federal debt.

Despite the opposition, Speaker Mike Johnson (R-La.) and House Majority Leader Steve Scalise (R-La.) are urging members to support the legislation without further changes. Scalise warned that any amendment could unravel the coalition required for passage.

A procedural resolution setting the terms for House debate barely cleared the Rules Committee earlier Wednesday, signaling internal friction. Two GOP members, Reps. Chip Roy (Texas) and Ralph Norman (S.C.), sided with Democrats in opposing the measure.


Trump Applies Pressure

President Trump has been vocal in urging Republicans to pass the bill, calling for unity and dismissing dissenters as “grandstanders.” He praised the legislation in a social media post and warned members that opposing it could carry political consequences.

This tactic appeared effective in the Senate, where Sen. Thom Tillis (R-N.C.) reversed his opposition after criticism from Trump and subsequently announced he would not seek re-election.


Democratic Opposition Intensifies

House Democrats remain united against the bill. Minority Leader Hakeem Jeffries (D-N.Y.), speaking on the Capitol steps with his caucus, said Democrats only need to flip four Republican votes to block final passage.

Democrats argue the bill would severely impact vulnerable populations. They highlighted concerns that:

  • Medicaid changes could lead to loss of coverage and worse health outcomes.
  • SNAP changes could increase food insecurity, especially for children and seniors.
  • The bill’s work requirements (80 hours/month for Medicaid) would burden low-income recipients.

Rep. Jim McGovern (D-Mass.) criticized the fast-tracked process, calling it “ego management” rather than thoughtful policy-making.


Tax Break Distribution

According to the Tax Policy Center, the bill would deliver uneven benefits:

  • Lowest-income households: ~$150 average tax break
  • Middle-income households: ~$1,750 average
  • Highest-income households: ~$10,950 average

These figures reflect comparisons with current law if the 2017 tax cuts were allowed to expire.


What’s Next?

If passed by the House, the bill will head to President Trump’s desk for signature. With time running short, Republican leadership is counting on party unity to deliver a legislative victory before Independence Day.
