What Happened
Cyber intrusions affected water systems in a dozen states stretching from South Dakota to Georgia during late July 2026. The Federal Bureau of Investigation confirmed the intrusions, and state and local officials verified that drinking water quality remained safe throughout the incidents, despite operational disruptions.
In Clayton County, Georgia, the water authority experienced unauthorized cyber activity on July 27 that may have caused a water pump station to fail. County officials issued a boil-water notice in the early morning hours, but the system was restored and the advisory lifted the same day within hours. On July 31, Rapid City, South Dakota reported a separate cyber incident affecting a lift station that serves its wastewater system.
The cyberattacks caused operational problems including water pressure drops and flooding at some facilities. The timing coincided with a national heat wave, which elevated the stakes for water system disruptions.
The Threat Assessment
Intelligence officials have identified Iran as a suspect in the hacking campaign, though the United States has not officially confirmed Tehran’s involvement. More broadly, Russia, China, and Iran maintain sabotage-capable hacking teams that have developed access to sensitive U.S. industrial networks, according to federal assessments.
Caitlin Durkovich, a former deputy homeland security adviser in the Biden White House, told the outlet that “It’s no secret that water utilities are under-resourced and vulnerable to cyberattacks, and it’s no secret that our adversaries know it.” Marty Edwards, who previously headed the Department of Homeland Security’s Industrial Control Systems Cyber Emergency Response Team, described the intrusions as symptomatic of systemic problems: “This recent set of intrusions is the result of complacency and a lack of budget prioritization,” he said, as first reported by the Local News 8.
Government Response
New York Gov. Kathy Hochul announced approximately $9 million in grants to strengthen cyber defenses across the state’s water systems.
