
House Narrowly Approves GOP Funding Plan
WASHINGTON, D.C. — House Republicans on Friday passed a short-term funding measure designed to keep the federal government operating until November 21, putting pressure on the Senate just days before a possible shutdown.
The bill passed in a 217–212 vote. Speaker Mike Johnson (R-La.) secured the support of nearly his entire conference, losing only two Republican votes — Thomas Massie of Kentucky and Victoria Spartz of Indiana. Democratic Rep. Jared Golden of Maine joined Republicans in support.
Senate Rejects Both GOP and Democratic Proposals
The victory in the House was quickly met with resistance in the Senate. Lawmakers rejected both the House-passed bill (44–48) and a Democratic alternative (47–45). Neither proposal reached the 60-vote threshold required for passage.
Sen. John Thune (R-S.D.) said the Senate is unlikely to reconvene before its planned recess, leaving just 48 hours to strike a deal when lawmakers return.
GOP Bill Details
Republicans characterized their plan as a “clean” continuing resolution (CR), with a few exceptions:
- $30 million for additional security for members of Congress.
- $58 million for executive and judicial branch security.
- A $1 billion budget correction for Washington, D.C., freeing the city to access its own funds.
By contrast, Democrats pushed a package that included costly health care measures such as extending enhanced Affordable Care Act subsidies — provisions Republicans argued were inappropriate for a temporary spending bill.
Political Standoff Intensifies
Both parties are pointing the finger at the other side as the shutdown deadline approaches. Republicans argue Democrats are trying to leverage the crisis to push unrelated policy goals, while Democrats insist the GOP must abandon its conditions.
Despite the stalemate, Speaker Johnson’s ability to unite his narrow majority was seen as a test of his leadership, and Friday’s vote gave him a win in the House.
The clock is now ticking for the Senate to act before funding runs out.
