The proposal indicates willingness to explore “additional long-term monitored storage solutions,” including deep bore hole storage technology.
The application explicitly excludes two storage methods: a deep geologic repository beneath the Idaho National Laboratory site and any facility positioned above the Snake River Plain Aquifer, reflecting longstanding environmental protections.
Gov. Little’s proposal notes that Idaho “is actively reforming its internal codes to consolidate authority and simplify the pathway for complex nuclear and hazardous waste facilities,” suggesting legislative and regulatory changes may accompany acceptance of the waste stockpile.
Historical Context
Idaho’s stance represents a dramatic policy departure. Throughout the 1970s, 1980s, and 1990s, governors of both parties fought federal waste storage plans. In 1988, Democratic Gov. Cecil Andrus famously declared Idaho the nation’s “de facto nuclear waste dump” and closed state borders to additional waste imports. Republican Gov. Phil Batt later secured a landmark agreement that restricted new nuclear waste from entering the state.
The current proposal references “future modifications” to that existing waste agreement, suggesting the state may negotiate revised terms with the federal government.
