The deal could reshape regional energy dynamics and raise questions about international nuclear safeguards at a time when Iran remains a nuclear concern and Saudi-Israeli relations remain strained.
What Happened
President Trump approved a 30-year nuclear cooperation agreement with Saudi Arabia that permits the kingdom to enrich uranium for civilian reactor fuel. Unlike previous U.S. nuclear pacts with regional partners, the Saudi agreement does not require adherence to the so-called “gold standard” of international nuclear oversight.
The deal allows American companies to provide technology and expertise to develop Saudi Arabia’s nuclear program. A joint U.S.-Saudi team would first explore the viability of uranium enrichment before any operations begin. The United States would build and operate an enrichment facility on Saudi soil without transferring sensitive nuclear technology to the kingdom itself.
Saudi Arabia faces a 10-year restriction on developing its own enrichment technology or purchasing such capabilities from other nations. The agreement includes a bilateral safeguards arrangement negotiated specifically to address Saudi concerns about international inspections.
The Trump administration plans to announce the deal as soon as this week and will subsequently send it to Congress for review. The International Atomic Energy Agency Board of Governors must also ratify the agreement’s terms.
Oversight Questions
The agreement notably excludes the Additional Protocol, a comprehensive international safeguards mechanism that provides enhanced inspection authority to the IAEA. Saudi officials have long opposed this protocol, citing concerns that international inspectors could theoretically seek access to sensitive sites including the holy city of Mecca and royal palaces.
The deal instead relies on a bilateral safeguards framework that lacks the provisions Saudi Arabia found objectionable. This stands in contrast to the 2009 nuclear cooperation agreement with the United Arab Emirates, which included the Additional Protocol and is widely viewed as the international model for civilian nuclear partnerships.
The Biden administration had previously viewed Saudi nuclear development as part of a broader effort to normalize relations between Saudi Arabia and Israel. Those normalization discussions stalled following the October 7, 2023, Hamas terror attacks. The Trump administration revived nuclear negotiations with Riyadh last year as part of its broader Middle East strategy.
Saudi Nuclear Ambitions
Saudi Crown Prince Mohammed bin Salman has previously stated that the kingdom would pursue nuclear weapons development if Iran produces such weapons. The new agreement permits civilian enrichment capability without transferring weapons-grade technology, a distinction intended to preserve U.S. nonproliferation interests while meeting Saudi Arabia’s stated goal of developing nuclear energy capacity.
The arrangement reflects competing priorities: the Trump administration’s effort to strengthen U.S.-Saudi ties and support Saudi economic diversification through nuclear power, balanced against international concerns about proliferation risks in a region where nuclear rivalries remain acute.
What’s Next
Congress will review the agreement following its formal announcement. The IAEA Board must approve the safeguards terms. Assuming both bodies assent, the joint U.S.-Saudi enrichment exploration team will begin technical assessments to determine the timeline and feasibility for uranium enrichment operations to commence.
