RIYADH, Saudi Arabia — March 23–25, 2025
Delegations from the United States and Ukraine met for bilateral technical-level discussions in Riyadh, Saudi Arabia, to advance agreements previously discussed between President Donald J. Trump and President Volodymyr Zelenskyy.
Following the meetings, both nations issued a joint statement outlining key outcomes of the talks:
- Maritime Safety in the Black Sea:
The United States and Ukraine agreed to promote safe navigation in the Black Sea, prevent the use of force, and avoid the use of commercial vessels for military purposes. - Humanitarian Cooperation:
The parties reaffirmed a commitment to work toward the exchange of prisoners of war, the release of civilian detainees, and the return of Ukrainian children who were forcibly transferred during the conflict. - Energy Infrastructure Protection:
As part of the agreement between Presidents Trump and Zelenskyy, both nations will develop measures to prevent strikes on energy facilities in both Ukraine and Russia. - International Support and Mediation:
The United States and Ukraine welcomed the involvement of third-party countries in supporting the implementation of agreements related to maritime safety and energy security. - Pursuit of Peace:
The discussions included mutual recognition of the need for a durable and lasting peace. The United States reiterated President Trump’s call for an end to hostilities on both sides of the Russia–Ukraine conflict as a foundation for a broader peace settlement.
The U.S. delegation also expressed appreciation to Crown Prince Mohammed bin Salman for hosting the dialogue and facilitating ongoing diplomatic efforts in the Kingdom of Saudi Arabia.
