What Happened
Cox signed an executive order establishing the statewide emergency following destructive wildfires and monsoon-driven flooding that have ravaged Utah communities since spring. The declaration activates the state’s Emergency Operations Plan and remains in effect for 30 days unless extended by the Utah Legislature.
The Beaver, Piute, and Sevier counties have borne the brunt of the damage. More than 590 wildfires have burned nearly 380,000 acres statewide, with the Cottonwood Fire alone scorching over 97,000 acres across Beaver and Piute counties. Heavy monsoon rains in recent weeks triggered flash floods and debris flows that destroyed homes, roads, irrigation systems, and drinking water infrastructure across the affected areas.
State Route 153 in Beaver Canyon sustained partial destruction from flooding. Multiple water systems failed or were severely compromised in Beaver City, Marysvale, Junction, Circleville, and the Sevier County town of Koosharem, leaving residents without reliable water access.
The disaster claimed lives in a heartbreaking incident when flash flooding swept away Provo Fire Captain Spencer Long, his wife Katrina, and three of their children in Wayne County. A GoFundMe campaign supporting their surviving daughter, Lydia, has raised over $200,000 as of the declaration’s announcement.

Long-Term Threats From Burn Scars
Jamie Barnes, State Forester, emphasized that wildfire damage extends far beyond the initial flames. “Wildfires don’t stop impacting communities when the flames are out. Burn scars can remain highly unstable for years, creating dangerous flooding and debris flows with even relatively small storms,” Barnes said in a statement accompanying the emergency declaration.
That warning proved prescient. The burn scars left by the Cottonwood Fire and other blazes created conditions where heavy monsoon moisture triggered catastrophic debris flows and flooding. Governor Cox addressed the ongoing risk in his own statement, noting that “It’s a painful reminder that flooding can become deadly in moments, particularly in and below burn scar areas. We urge every Utahn to heed warnings, avoid flooded areas, and never underestimate the power of moving water.”
Flash flooding threats remain elevated throughout the remainder of the monsoon season, which typically extends through September in Utah’s southern and central regions.

The state will now deploy resources to support affected counties and communities. The emergency declaration allows Utah to apply for federal hazard mitigation funding and request assistance from neighboring states if needed. County officials and state agencies will prioritize restoration of damaged water infrastructure and assessment of burn scar areas to prepare for additional monsoon storms.
