The proposed legislation, sponsored by Representative Dale Hawkins from Fernwood, requires law enforcement to report biannually on the immigration status and nationality of arrested individuals. It also mandates the collection of crime statistics involving foreign nationals and the number of undocumented individuals processed by law enforcement, including those transferred to federal authorities.
Hawkins, along with Senator Brian Lenney from Nampa and other legislators, introduced this bill as part of a series of immigration-related proposals. These initiatives were developed in collaboration with the conservative policy organization, the Heritage Foundation, and Theo Wold, a former Idaho Solicitor General and advisor to former President Donald Trump.
Opposition from Law Enforcement
Despite the advancement of the bill, it faces opposition from the Idaho Chiefs of Police Association. Meridian Police Chief Tracy Basterrechea expressed concerns that the bill’s requirements could complicate the duties of city police. Specifically, the bill would necessitate additional verification steps for immigration status and nationality, potentially duplicating efforts when individuals are booked into county jails.
Local police departments in Idaho do not operate jails, which could lead to increased workloads for sheriff’s office deputies. These concerns contributed to the opposition from some committee members, who fear the bill could hinder police operations.
Support from Advocacy Groups
Supporters of House Bill 660 argue that it provides valuable data on immigration-related activities within the state. Michael Angiletta, co-founder of Secure Idaho, spoke in favor of the bill, emphasizing the importance of accurate statewide information while acknowledging the operational realities faced by law enforcement agencies.
Secure Idaho, an advocacy group opposing the 2024 ranked choice voting ballot measure, has backed the slate of immigration bills introduced this year. They argue that these measures are necessary to address issues related to detention capacities and the presence of undocumented individuals in the state.
