An Idaho-based researcher is contributing to the growing national conversation about how states should govern artificial intelligence — arguing that state-level action is needed before federal regulation catches up.
Patrick J. Wolf, PhD, Executive Director of the Institute for American Manufacturing & Technology (IAMT), has published a policy brief through IAMT’s Aegis Institute proposing that states establish Chief AI Officer positions to provide centralized oversight of AI adoption in government operations.
The proposal comes as Idaho state agencies, like their counterparts nationwide, increasingly incorporate AI-powered tools into operations — from automated document processing to data analysis for resource allocation. Wolf argues that without centralized governance, these adoptions happen in a fragmented, agency-by-agency fashion that creates inconsistency and accountability gaps.
Wolf’s framework outlines four pillars for state AI governance: a Chief AI Officer position within the executive branch, standardized procurement criteria for AI systems, mandatory impact assessments for AI tools that affect public benefits or law enforcement decisions, and transparency requirements so citizens can understand when and how AI influences government actions that affect them.
