Why It Matters
Idaho’s energy future depends on the health of the Pacific Northwest power grid. As data centers, electric vehicles, and building electrification drive electricity demand across the region, planners are mapping out major infrastructure investments that will shape utility rates and energy reliability for years to come. The grid expansion outlined in a new regional power plan directly affects Idaho households and businesses that rely on the Bonneville Power Administration, which operates approximately 75% of the Pacific Northwest transmission system.
What Happened
The Northwest Power and Conservation Council released a draft regional power plan Thursday that charts the region’s energy infrastructure needs through 2032 and beyond. The plan, known as the Ninth Power Plan, calls for adding 11,000 megawatts of generation capacity to the Pacific Northwest grid—roughly 16% of the region’s current system capacity—at an estimated cost of $2.3 billion.
The plan applies to Washington, Oregon, Idaho, and western Montana. Public comment on the draft is open until October 16, with finalization expected by the end of 2026 or early 2027.
The proposed additions include 9,000 megawatts of renewable energy sources and 2,100 megawatts of natural gas generation. In Washington alone, the plan calls for adding between 500 and 1,250 megawatts of natural gas capacity by 2032.
The Growth Challenge
The Council forecasts that electricity demand across the Pacific Northwest will increase by 50% to 100% over the next two decades. Data centers, vehicle electrification, building electrification, and population growth are the primary drivers of this surge.
Jennifer Light, director of power planning for the Council, said the region must draw on multiple energy sources to meet future needs. “No single resource on its own will be able to meet our growing need for energy in the future,” Light told the Idaho Capital Sun. “Rather, a regional portfolio of cost-effective resources will achieve the right balance of economics, efficiency, reliability, and adequacy.”
Regional planners face pressure to accelerate construction timelines. The current pace of infrastructure development falls short of what is needed to serve demand by 2032, according to the draft plan.

Balancing Act for Federal Operators
The Bonneville Power Administration, a federal agency under the U.S. Department of Energy, expressed concerns during the two-year planning process about the costs and complexity of some conservation recommendations included in the plan. The BPA operates the bulk of the Pacific Northwest’s transmission infrastructure and will play a central role in implementing the grid upgrades.
The Northwest Power and Conservation Council was established in 1981 following the federal Northwest Power Act. The agency has published regional power plans approximately every five years since 1983, with each iteration reflecting the region’s evolving energy landscape and demand forecasts.
Next Steps
The Council will accept public comment on the draft Ninth Power Plan through October 16. After reviewing feedback, planners will refine the proposal ahead of finalization expected by year-end or early 2027. Once adopted, the plan will guide infrastructure investment decisions and energy policy across the four-state region.
Idaho stakeholders, utilities, and policymakers will need to weigh their state’s role in meeting the region’s energy expansion goals while preserving the abundant hydropower that has long delivered the nation’s lowest residential electric rates to Idaho consumers.
